In the late 1980s and early 1990s, the city of Hwaseong in South Korea was terrorized by a series of rapes and murders akin to the notorious Zodiac Killer. But unlike the Zodiac, this predator was eventually unmasked. The crimes shattered the sense of safety and led people to question whether justice could be served for the victims.
